Hereby notify the related matters of collection and application of Foreign Technique & Talented Manager Introduction Project in the Year 2011as follows:
I. Overall Requirements
Keep the application "Focus on Center, Service for Keynotes"; persist in the principles of "Self-based, Introduce on Demand, Highlight the Keynotes, Emphasis on Practical Results" and proceed from the practical social and economic development situation of local region and department. Each country (city) district and units concerned are required to make sound organization of the annual Foreign Intellect Introduction Project in the near feature focusing on serving for "Three Major" and local "the 12th Five-year Planfor National Economic and Social Development". The project application is obliged to stress the major projects, foster excellent projects, make efficient allocation of resources in foreign intellect introduction, strive to achieve key breakthroughs on major projects and provide foreign intellectual support and service for promoting optimizing the industrial structure,acceleratingindependent innovation, energy saving & emission reduction, improving people's living hoods and social harmony, achieving stable economic restructure andpropelling the comprehensive economic and social growth.
II. Major Supporting Industries & Fields
1. Give priority to develop modern agriculture and boom rural economy during the construction of new socialist countryside. Lay emphasis on instruction of new cultivars, promotion of results in foreign agricultural intellect introduction, cultivation and improvement of fine breeds, major pest control, ecological agriculture, etc.
2. Projects in promoting industrial restructuring, industrial structureoptimization, economic restructure and upgrade, independent innovation and industrial competitiveness improvement; projects in improving the regional industrial development, establishing industrial standard or regional major inspection (experimental) centers, boosting upgrading of regional industries, etc.
3. Municipal major development & support industries and projects, such as: biomedical technology, electronic information technology, key technology of advanced manufacturing industry,new material technology, development and utilization of new energy, energy saving & emission reduction, environmental protection, etc.
4. Projects in accelerating the development of modern service industry. Focus on fields of medical treatment and public health, population and health, public security, urban planning, communications and transportation, financial and banking, introduce foreign key technology and advanced management experience and propel the modernization, informatization and intelligentization of service industry.
5. Specific projects of the CIS, Eastern Europe and soft & integrated circuit.
III. Notes
1. Fill in the original "Application Form for Foreign Technique and Talented Manager Introduction" and "Information of Planned Engaged Experts" and submit before September, 30th, 2010.
2. Fill in the "Expert Request Form" in Chinese & English and submit before August, 20th, for the project required to search retired experts by Municipal Bureau of Foreign Experts Affairs.
3. Fill in the "Ningbo 'Overseas Engineer' Request Form", for the project required to search overseas paid experts by Municipal Bureau of Foreign Experts Affairs.
4. During the project application of Foreign Intellect Introduction, each country (city) district and units concerned are required to clear up the unexecuted projects of the year 2010 and refill the documents for continuing the implementation in 2011, if needed.
5. Aggregate the application materials in Personnel (Labor) Bureau of country (city) district and municipal departments in charge as the unit and submit in order of being important or not.
6. Download the above forms in "Download Center" of www.nbrs.gov,cn. Both paper documents and electronic documents are required.
